According to the provisions of Article 12, Paragraph 2 of the "Regulations on the Expropriation and Compensation of Houses on State-owned Land": before making a decision on house expropriation, the compensation funds must be fully in place, stored in a dedicated account, and used specifically for this purpose. This is what we refer to as "compensation first, then resettlement." In our country, the procedure for making a house expropriation decision generally includes: determining the scope of expropriation, drafting the compensation plan, modifications and hearings, social stability risk assessment, acceptance of compensation funds, investigation and public announcement of registration, handling of unregistered buildings, and making the expropriation decision. This means that before the expropriation decision is made, the compensation funds must be in place and accepted.
